LTC to SAARC Countries (Nepal, Bhutan, Maldives and Srilanka) – Minister’s reply in Parliament – Proposal is in initial stage

LTC to Some Countries

A proposal to provide Leave Travel Concession (LTC) to Government employees to visit some SAARC countries is in its initial stage of consideration. The details are yet to be finalized.

The purpose behind the proposal is to enhance people-to-people contact and bilateral ties in the SAARC region through increase in tourism in the region.


As per the Government’s order dated 26.09.2014, the Government has extended the facility of conversion of home town LTC to visit the states in the North East Region, Jammu & Kashmir and the UT of Andaman & Nicobar Islands for a period of two years up to 25.09.2016. This facility was first introduced in the year 2008.
Presently, no other proposal is under consideration for including more places under the conversion of Home Town LTC to anywhere in the country.
This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri M. Raja Mohan Reddy in the Lok Sabha today

NPS subscribers can modify contact details online directly in CRA system – Updation to be intimated through new and old Email and SMS

PFRDA has made an additional provision to enter the contact details viz., email id/ Mobile Number of the subscribers directly by the subscriber in NSDL portal in order to get the communication from the PFRDA without any delay.
Subscribers will receive the email and SMS to both the old mobile number/email id as well as the new mobile number/email id entered by the subscriber now through this online facility.

Subject:  Facility   for  Modification/ Updation   of Contact   details  directly by NPS subscribers in CRA System
It has  been  observed  that  a subscriber   is not always  able to  furnish/  update  his  latest  email  id & mobile number  on the CRA system. As a result, several communications   and information   meant for the subscribers do  not  reach   them..   In  order  to  obviate   such  obstruction   in  smooth  and seamless   flow  of  information, additional  features  have  been Introduced  in the CRA system.  All the Points of Presence  (PoPs)  are hereby informed  that an additional   feature for ‘Modification/Updation of contact  details  (Email  address  and Mobile number)   has  now  been  enabled  for  the  subscribers in CRA  system.  This  is  in addition   to  the  existing process  of updation  of contact  details through  submission  of Annexure  UOS-S2/CS.S2   at the  PoPs.
The  e-mail  address  and  mobile  numbers  that are registered  in the CRA system  are used for sending alerts for  PRAN  generation,  dispatch/ delivery  of  PRAN  kits,  credit  to PRAN  and generation   of OTP  (One Time Passwords)   based  I-PIN   etc.  PFRDA  also   sends  various  other  communications   to the  subscriber  through this  mode.
The  system  now  provides  that the  subscribers   can modify/update  their contact  details  directly using  the login  credentials  of CRA system  (email address  & mobile number).  An e-mail as well as SMS will be sent to the updated  as well as existing  mobile/email   address  of the subscriber   with an intimation  of the changes  in contact  details.  The steps to be followed  by the subscribers  for changing  the contact  details are provided  in Annexure.
All  the   Points  of  Presence   (PoPs)   are  advised   to  disseminate   the  Information   among   the concerned subscribers   so that they may update  the correct  contact  details.

The NPS Subscribers can now login the CRA system and update their Contact details by going through the following steps:
a.   The Subscriber has to login to the CRA system (www.cra-nsdl.com) with his/her User ID and IPIN.
b.   On successful login,  under Update Details menu the subscriber  is required to click on Update Contact Details.
c.   The subscriber is required to click on ‘Edit’ for modifying his/her contact details.
d.  The existing details If  available  in  CRA system will  be pre-populated. The subscriber will be required to enter new mobile number and e-mail address and click on Submit.
e.  Subscriber  can also update his /her mobile number and e-mail address in  case same was not provided earlier.
f.    The subscriber is  required lo Confirm  the changes in the next screen. An Acknowledgement number will be displayed on the screen.
g.   The subscriber shall take note of Acknowledgement number for the changes in contact details.
h.  On successful update,  the following message will  be shown to the subscriber.  ‘Details  have been updated successfully. Please view changes through Subscriber  Details View’.
i.    SMS as well as an e-mail will be sent to the updated as well as existing  mobile/email ID or the subscriber intimating him/her that the details have undergone a change.

Subject:- Procedure for conduct of supplementary DPC
This Department instructions issued vide OM No. 22011/5/86-Estt (D) dated 10.4.89 [para 6.4.2 (i)] provide that vacancies occurring due to death, voluntary retirement, new creations etc. could not be foreseen at the time of placing facts and material before the DPC, therefore, another meeting of DPC (commonly referred to supplementary DPC) should be held for drawing up a panel for these vacancies.
2. References have been received with regard to the zone of consideration, the eligibility list for the supplementary DPC and whether officers who are included in the panel by the original DPC or in the extended panel but could not be promoted as these anticipated vacancies do not actually become available could be appointed against the additional vacancies later becoming available for the same vacancy year.
3. These issues have been examined in consultation with UPSC and following is decided:-
(i) The zone of consideration, in case of holding supplementary DPC, shall be fixed as per the provisions in this Department OM No. 22011/2/2002-Estt(D) dated 6.1.2006 keeping in view total number of vacancies arising in a particular vacancy year i.e. vacancies accounted in Original DPC + additional vacancies becoming available subsequently during the same year.
(ii) The eligibility list for supplementary DPC shall be prepared by removing the names of all such officers who have already been assessed by earlier DPC as fit, unfit or placed in the sealed cover by the original DPC before placing the same for consideration by the supplementary DPC.
(iii) The officers who have already been empanelled or placed in the extended panel but could not be promoted due to these vacancies not actually becoming available; need not be re-assessed by the supplementary DPC as the assessment matrix remains the same. They may be appointed against the additional vacancies of the same vacancy year as per recommendations of the earlier DPC. In such situation the number of vacancies for supplementary DPC shall be accordingly adjusted.
4. While calculating the regular vacancies for a DPC, it is incumbent upon administrative department to ensure that there is no arbitrariness in calculation of anticipated vacancies.
5. To provide clarity in implementation of these instructions some situation specific illustrations are enclosed as Annexure to this OM.

Original DPC

Normal zone 5 x 2 + 4 = 14

Supplementary DPC
No. of vacancies – 2
Zone of consideration will be decided taking into account total number of vacancies in the vacancy year, i.e. 7 (Vacancies at the time of original DPC + unanticipated vacancies for the same year i.e. 5+2) in this case.
For 7 vacancies, normal zone is 7 x 2 + 4 = 18
Extended Zone 7 x 5 = 35
Situation 1 - In the original DPC, first 5 officers are assessed as ‘Fit’ and no officer is assessed for extended panel or assessed as ‘Unfit’ and/or kept in ‘Sealed Cover’
Zone of consideration for Supplementary DPC will now be 13 (Normal Zone of consideration for total number of vacancies for that year — number of officers assessed by earlier DPC i.e 18-5).
As such, in the eligibility list of Supplementary DPC in the above illustration, 13 officers (9 left over officers from the original DPC and 4 additional officers) shall be included.
Situation 2 – In the original DPC, first 5 officers are assessed as ‘Fit’ and next 3 officers are assessed for extended panel and no officer is assessed as ‘Unfit’ and for kept in ‘Sealed Cover’
Zone of consideration for Supplementary DPC will now be 10 (Normal Zone of consideration for total number of vacancies for that year — number of officers assessed by earlier DPC i.e 18-8).
As such, in the eligibility list of Supplementary DPC in the above illustration, 10 officers (6 left over officers from the original DPC and 4 additional officers) shall be included.
Situation 3 - In the original DPC, 5 officers are assessed as ‘Fit’, 2 officers are assessed for extended panel and 4 officers are assessed as Unfit’ and/or kept in ‘Sealed Cover’
Zone of consideration for Supplementary DPC will now be 7 (Normal Zone of consideration for total number of vacancies for that year — number of officers assessed by earlier DPC i.e 18-11)
As such, in the eligibility of Supplementary DPC in the above illustration, 7 officers (3 left over officer not assessed in the original DPC and 4 additional officers) shall be included in the normal zone.
Extended Zone in situation 1, 2 & 3 above:
Extended zone in the Supplementary DPC, wherever resorted to, may be operated accordingly leaving out the SC/ST officers assessed by the original DPC.
Important - In the Supplementary DPC, (a) Zone of consideration (Normal as well as Extended) shall be decided taking into account total number of vacancies in the relevant vacancy year; and (b) all the officers already assessed in the original DPC are not to be included in the fresh zone of consideration in respect of the S-DPC.
