DIVISIONAL UNION WRITES TO SSRM IN C/W ISSUE OF CHARGE SHEETS FOR NON PERFORMANCE OF OVERTIME AFTER NIGHT DUTY AND NON GRANT OF CCL TO LADIES STAFF MEMBERS AT NSH MUMBAI.

Sub:   Day to day problems generating in National Sorting Hub due to adamant attitude of local administration leading to demotivation among the staff.

Respected Sir,

          It has been brought into the notice of this union that some charge sheets have been issued in NSH, Mumbai-400099 for non performance of overtime after alternate night duty of more than 12 hours. After going through the charge sheet and discussing the same with the staff members the union has found that the HSA/Supervisor in NSH Mumbai has started a fresh practice of opening of bags beyond the cut off time prescribed by the administration leading to more sorting of SP articles during the entire spell of duty and causing delay in the desptach of articles. Such practice is vague and hence the cut off time for acceptance and opening of speed post bags was prescribed by the then SSRM, AMSD, Mumbai-400099. However the Superintendent, NSH, Mumbai has not seek any explanation from the employees for accessing the reasons for non performance of overtime and delay in despatch due wrong practices followed by the HSA/Supervisors of NSH, Mumbai and therefore denied them an opportunity of being heard before issue of charge sheets. Further issue of charge sheets for non performance of overtime after alternate night duty is against humanitarian grounds and clear violation of Directorate orders vide No. 6/1/2010-SR dated 16.06.2006, 26.10.2009 and 24.08.2010.
          Secondly it has been also reported by the female members of the union that the Superintendent, NSH, Mumbai has not granted any CCL from the month of April-2015 to the female staff members working in NSH, Mumbai-400099. The union representative have met the Superintendent, NSH, Mumbai and has requested to grant CCL to the female employees and maintain the spirit of legitimate facility being granted by Government of India. But he has denied for the same and has asked the union representatives to tell the female staff members to apply for EL instead of CCL. Insisting for applying for particular kind of leave instead of CCL is clearly overriding of powers by Superintendent, NSH, Mumbai and against the rules framed by the Government.   
          Sir, both the issues have generated wide spread unrest among the staff and therefore this union request you to personally intervene in both the issues and direct the Superintendent, NSH, Mumbai to refrain from taking any action causing financial hardships to the staff members towards non performance of overtime after night duty hours and to maintain the spirit of CCL by starting to grant the same.
