Divisional Union writes on the issue of Irregular recovery of an amount of Rs.202/- towards compensation paid by Superintendent NSH, Mumbai 400099 towards loss of an SP article from NSH Mumbai-400099.

Sub:  Irregular recovery of an amount of Rs.202/- towards compensation paid by Superintendent NSH, Mumbai-400099 towards loss of an SP article from NSH Mumbai-400099.

Ref:   Superintendent NSH, Mumbai letter No. SPC/DOM/OW/691/2015 dated 08.01.2016.

Respected Sir,

          It has been brought into the notice of this union that some officials of NSH, Mumbai-400099 have been awarded recovery from their salary vide above cited memo number. The above cited memo No. states that the article under question was booked at Kadugodi Extention SO on 11.03.2015 for delivery in Ratnagiri which has been reported as lost in NSH, Mumbai in Set/3 on 13.03.2015 at 21.25.52 hrs.
          In this connection the union would like to know whether any detailed enquiry was held by the Superintendent, NSH, Mumbai-400099 and whether the CCTV Surveillance system was scanned before imposing the order of recovery or the order of recovery was issued exparte. Further it would also like to know whether any negligence on the part of officials which caused the loss of article was established by Superintendent, NSH, Mumbai before imposing of recovery vide above cited memo number. If no such enquiry was held then the said order of recovery is in violation of Rule-106 of P & T Manual Vol. III which states that “recovery to pecuniary losses caused to the government by negligence or breach of any orders by a government servant can be imposed only when it is established that the government servant was responsible for a particular act or acts of negligence or breach of orders or rules and that such negligence and breach caused the loss”.
          This union therefore requests you to personally intervene in the case and cause issue orders for stoppage of recovery considering the extenuating circumstances in which the duties were performed by the officials named in above mentioned recovery memo.

Minutes of the meeting held on 03.12.2015 at 15.00 hrs.  between the SSRM, Air Mail Sorting Division and Union representatives of NFPE  R-III, AMSD, Mumbai-400099.

Following items were discussed.

1.   Work of enquiry of Speed Post Articles should be allotted to SPC Enquiry Section.
Brief: The work of enquiry of Speed Post Articles is being diverted to HRO Record Branch which should be assigned to the Speed Post Enquiry Section as sufficient manpower has been deployed for the said purpose over there.

Reply : The work of handling E.R.’s concerning short receipt / non receipt and receipt of SPAs in damaged or torned condition and maintenance of record asked to be carried out by staff of HRO (Records) which is their prime duty. Rest all the work will be carried out by   Inquiry Section of NSH , Mumbai. (Item Closed)

2.   Stop booking of SAs for mail monitoring work and allot the same to on duty ASPs.
Brief: A new practice of booking of SAs for mail monitoring work has been started recently. The mail offices are already facing shortage of manpower to manage the operative functions. In addition to this many of the officials are retiring day by day causing more shortage. Further the HRO has been forced to mandatorily book full manpower in the set leading to increase in weekly off and non grant of leave on time. Hence this union requests to arrange to stop booking of SAs for mail monitoring purpose and allot the work to the on duty ASPs.

Reply : There was need of special monitoring team in view of the complexity of the work handled by SPTMO (Inw) Staff. Therefore this arrangement was made which is proving beneficial as specific monitoring is being done. Lot of misconnections are getting avoided and overall performance of the Division is improved. 3.   Repairing of Aquaguards and Coolers in the premises of AMSD and covering the same under AMC to enable its preventive and corrective maintenance.
Brief: The item is self explanatory.

Reply : Cooler at AMPC has been got repaired through AMC vendor and its control has been transferred to Supdt., APSO (Inland) for better monitoring. Cooler and Aquagard at NSH, Mumbai has been working fine and finally cooler placed at canteen will be repaired shortly and put to use of employees of AMSD as well as visitors to canteen. 4.   Supply of Computer Operator Chairs to APSO (Fgn) Branch as the existing are completely worn out and causing lot of inconvenience to the staff.
Brief: The item is self explanatory.

Reply : On 20.10.2015, twenty computers operator’s chairs got repaired by hiring local mechanic. Detailed report will be called from Supdt., APSO (Foreign).

5.   Boosting of team work spirit among all cadres of employees in the Airmail Sorting Division for upliftment of KPI & overall standards of the Division.
Brief: The Airmail Sorting Division has vast amount of resources, infrastructure and staff. But its proper utilization as a team is not been ensured by many of the unit heads of AMSD ultimately resulting into bad performance of the entire division. Many of the unit heads are not paying prompt attention to the irregularities brought into the notice by the staff and are posing a deaf ears to the genuine problems. Many a time suggestions offered by the staff are also sidelined and ignored by the administrative authorities due to which the staff has started to feel deserted in the process of office functioning. Mere inviting suggestion from ASPs and other administrative authorities won’t lead to upliftment of the Division but involving all ground level staff into the process would contribute to the upliftment of the Division. This union therefore request to start developing the team work spirit among all cadres of the employees in AMSD by active participation and meetings with the ground level staff by the respective unit heads for upliftment of the Division performance.

Reply : Action on bringing employees together and creating ‘ Sense of belongingness’ among them towards Air Mail stg. Division is also getting created by arranging soft skills program in this Division. Awareness among all employees in  Air Mail stg. Division is also arranged for improvement in work culture and welfare of Staff. At the same time the regular work by all employees is expected to be done whole heartedly. Service Unions are being persuaded to cooperate in this regard. (Item Closed).

6.   To supply sufficient manpower to APSO (Foreign) Branch due to heavy flow of inward mail .
Reply : Sufficient manpower has been provided to APSO (Foreign) in proportion to workload. (Item Closed).

7.   Supply wall mount fan at Air Mail A/c.
Reply : Presently 8 officials are working in Air Mail (Accounts) and 8 fans have also been provided. As such there is no need to provide any extra fan for this section. Supdt., APSO (Foreign) may get the location of fans re-arranged if justified at his level. ( Action : Supdt, APSO (Foreign)
