Subject: Revision of MMS Schedules and problems
thereof…
Sir,
This union has been endorsed a copy of
notice of agitation commonly given by the three Divisional Unions viz, NFPE,
FNPO & AHTKS. The notice highlights some of the problems that have cropped
up due to the unscientific revision of MMS Schedules. This Union has also
visited the A-Zone premises and had interacted with the staff working in that
section. During the interaction the staff working in A-Zone has highlighted the
following genuine problems which needs to be given due consideration.
1. Due to the unscientific revision of MMS Schedules some of the MMS Trips
have been given a lengthy schedule which runs above the 8 hrs duty and completes
at odd hours in the night making it difficult for the staff engaged on the said
MMS Trip to perform the next day duty resulting into absentee of the staff. At
SPCC due to the lengthy schedules the mail earlier arriving at 22.30 hrs now
arrives at 03.00 hrs in the morning leading to loss of manpower engaged in the
Set. All such lengthy trips needs to be revised by giving due consideration to
the actual travel time, road traffic conditions, MMS vehicle capacity and staff
duty hours.
2. Secondly the mail agency branch work of APSO (I), APSO (FGN) and AMPC
has been concentrated at A-Zone which is generating problems at peak hours as
all the bags pertaining to the above mail agency branches are received in a
mixed condition which needs to be first unloaded on the A-Zone platform and
then segregated office wise for onward transmission leading to unnecessary
re-handling and duplication. After 7.45 pm in the evening maximum MMS Schedules
arrives at A-Zone due to which accommodation problem arises for stacking the
received bags causing lot of inconvenience for the staff to perform smoothly and also
leading to delay in attending the arrived MMS Trip. To avoid the accommodation
problem and delay in attending the arrived MMS Trip it is requested to kindly
restore the Mail Agency Branch work of APSO (I), APSO (FGN) and AMPC branch by
allotting necessary points in the relevant MMS Schedules so as to enable speedy
receipt and dispatch of mails from the respective points and to avoid loss of
manpower at A-Zone. Sir, the MMS Schedule will hardly consume 5 minutes to
attend each points after entering the APSO Complex instead of waiting in front
of A-Zone for hours for getting response.
Sir, the edifice of mail
arrangement rests on twin pillars of speed and economy. I hope you will agree
that both Speed and Economy are equally important because speed without economy
would raise the cost of transmission to prohibitive levels while economy
without speed would lead to consumer dissatisfaction. The R-IV Divisional
Unions have come forward with genuine issues the workers are facing due to the
unscientific revision of MMS Schedules which needs to be given a careful
consideration for bringing out a healthy blend between speed and economy which
should be our goal while revising the MMS Schedule and who else would help the
Department more than its own workers. I therefore request you to have a healthy
interaction with the R-IV Unions to ensure cordial atmosphere in the Division
for betterment of our services.
With
profound Regard
Yours faithfully
