Supply of minutes of meeting in soft copy as well as hard copy.

Brief: The Divisional Union is digitalizing the union documents for its proper preservation and for paper less correspondence with its branches. Hence it is requested to kindly arrange to deliver the soft copy of minutes of the meeting through email also along with hard copy of the same.

Reply : This is being done since 10.09.2015. (Item Closed)

Supply of justified manpower in APSO (Fgn) Branch to deal with the UAE Mails received through postal network.

Brief: There has been increase in the day to day traffic of mails from UAE Countries. Due to shortage of manpower in APSO (Fgn) the work is managed by ordering the staff OT or diverting the staff from administrative offices of APSO (Fgn). Few of the staff of APSO (Fgn) who were knowing hands have been diverted temporarily to BNPL SP Hub Agripada. It is requested to repatriate them to APSO (Fgn) for smooth functioning of the branch.

Reply : This will be decided after finalization of review report of APSO (Fgn) branch by C. O.

Grant of Weekly off & CCL to the staff members.

Brief: Your office has instructed to HRO, AMSD, Mumbai-400099 for clearance of pending weekly off of staff which has been accumulated from past several months. But it is learnt that the HRO, AMSD, Mumbai is not in a position to clear the same as each and every branch is facing shortage of manpower and the respective Superintendents/ASPs are insisting for booking of full manpower in the set. In addition to this few of the Gr-C staff has been booked for mail monitoring activities which is again creating shortage of manpower. In such a situation the HRO, AMSD, Mumbai is reluctant to release the weekly off of the staff. Hence it is requested to kindly direct the respective Superintendent/ASPs to at least permit HRO, AMSD, Mumbai to short book two officials from each set as leave reserve for clearance of pending weekly off so as to clear the weekly offs. The work of short booked officials can be managed by engaging College Students/Coolies.

Further instructions may be issued to grant CCL to the women employees of AMSD, Mumbai at least one at a time.

Reply : HRO, AMSD has been directed to grant pending w/offs and the same are being granted on regular basis. Leave sanctioning authority may decide the CCL cases considering service exigencies. (Action : All Supdt / Manager, AMSD  / HRO, AMSD)

Supply of additional Computer for SP TMO (Outward) for preparation of DBs, Work papers, etc.

Reply : Hardware provided for SP TMO (Outward) is sufficient for workload and there is no need of additional computer. (Item closed)

Shifting of Outward TMO from VIP Entrance to the older location due to insufficient space & non availability of loading & unloading platform at the existing location causing hardships for loading & unloading of mails in vehicles especially heighted RTV MMS Vehicles.  

Reply : Shifting of Outward TMO from existing place will not be done. However issues if any at that location can be addressed in due course. (Item closed)

Cleaning of toilets and wash rooms in Set 2 & Set/3 at NSH, Mumbai.

Reply : This is being done on regular basis. All controlling officers have been asked to arrange to increase frequency of cleaning of toilets under their control.  (Item closed).

Supply of water Pen, Napkins & Bottles to all the staff of AMSD, Mumbai.

Reply : This is not possible due to financial crunch.   (Item closed)

Imparting of Skill Development and Stress Management training to all the staff of AMSD, Mumbai as imparted under your control in Central Sorting Division.

Reply : This has been commenced in AMSD and will continue to be imparted to all employees of AMSD in periodical manner. (Item closed)

Arrangement of Awareness Campaign about KPI and role of Staff Performance in increasing the KPI of NSH, Mumbai and involvement of staff in the said process for betterment of our services.

Sub:   Day to day problems generating in APTMO (Inward) due to adamant attitude of Superintendent (M&TM), AMSD, Mumbai-400099.

Respected Sir,

          It has been brought into the notice of this union that the Superintendent (M&TM), AMSD, Mumbai-400099 is not paying attention to the genuine day to day problems reported by the staff which are generating hardships in smooth functioning of APTMO (Inward) equally jeopardising the mails received from various airlines. He is also not listening to irregularities committed by different airlines put forth by the staff for prompt solution. In addition to this he is frequently changing the duty arrangement of the staff as per his convenience and has thus created a wide spread unrest among the staff. Due to such adamant attitude of Superintendent (M&TM) unwillingness is being generated among the staff to work in APTMO (Inward).    

          Sir, the staff is being feeling deserted due to the attitude of Superintendent (M&TM) and the spirit of team work is diminishing day by day which will hamper the smooth functioning of APTMO (Inward). Almost all the staff has same grievance against the Superintendent (M&TM). Hence it is requested to kindly direct the Superintendent (M&TM), AMSD, Mumbai-400099 to maintain a cordial atmosphere in his unit with the staff by ensuing the team work spirit for the betterment of services provided by Airmail Sorting Division, Mumbai-400099.

Commemorative Stamp on Dr. APJ Abdul Kalam – 15th October 2015.

Avul Pakir Jainulabdeen "A. P. J." Abdul Kalam (b. 15 October 1931 – d. 27 July 2015) was the 11th President of India from 2002 to 2007. Kalam was born and raised in Rameswaram in Tamil Nadu, and studied physics and aerospace engineering. He spent the next four decades as a scientist and science administrator, mainly at the Defence Research and Development Organisation (DRDO) and Indian Space Research Organisation (ISRO) and was intimately involved in India's civilian space program and military missile development efforts. He thus came to be known as the Missile Man of India for his work on the development of ballistic missile and launch vehicle technology. He also played a pivotal organizational, technical, and political role in India's Pokhran-II nuclear tests in 1998, the first since the original nuclear test by India in 1974.

Kalam was elected as the 11th President of India in 2002. Widely referred to as the "People's President," he returned to his civilian life of education, writing and public service after a single term. He was a recipient of several prestigious awards, including the Bharat Ratna, India's highest civilian honour. While delivering a lecture at the Indian Institute of Management, Shillong, Kalam collapsed and died from an apparent cardiac arrest on 27 July 2015, aged 83.

 
The Prime Minister, Shri Narendra Modi released the commemorative stamp on the former President of India, Dr. A.P.J. Abdul Kalam, on his 84th birth anniversary celebrations, at DRDO Bhawan, in New Delhi on 15th October, 2015. The Union Ministers, Shri Manohar Parrikar, Shri M. World Post Day is celebrated each year on 9th October, to commemorate the establishment of the Universal Postal Union (UPU) in 1874 in the Swiss capital, Berne. It was declared as World Post Day by the UPU Congress held in Tokyo, Japan, in 1969 and since then, it is celebrated all over the world to highlight the importance of the postal services.

 

India Post is celebrating National Postal Week from 9th to 15th October, 2014. The purpose of World Post Day is to create awareness about the role of the postal sector in the lives of people and business and its contribution to the social and economic development of the country. Department of Posts has actively entered into the digital era through counter mechanization and an IT modernization project that aims to connect all post offices across the country and this year the theme of celebration of World Post Day and National Postal Week is Digital India Post.

 

On the occasion of World Post Day a Special Cover on ‘Digital India Post’ was released at Mumbai on 9th October 2015.

Celebrating National Postal Week with an aim.

Shri Vilas Ingale, Sr. Postmaster, Thane H.O. (the then Superintendent, NSH, Mumbai-400099) carries out a unique exercise of inviting school children's for one day visit to Post office on the eve of National Postal Week and asking them to write a letter to their parents to surprise them. Lot of school children from vernacular medium including urdu medium visited the Thane H.O. and had a wonderful visit at the post office by learning the importance and changing work culture of Post office in a world of Social Networking like Whats up, Facebook and ecommerce. All the students wrote letter to their parents and posted the same in the letter boxes within the premises of Thane H.O. The joy and experience of school children cannot be written down in words but one thing is sure this is there life time experience which they will remember the entire life and whats more important is to see the happiness and joy on the face of parents after receiving a letter from there kid.

Sub: Enhancement of the ceiling of bonus

Ministry of Labour(Government of India) has sent a proposal to the Cabinet for enhancement of ceiling of bonus from Rs.3500 to Rs.7000 with a cap of maximum payment of Rs.20,000.

Though the Election Commissioner has cleared it, but it has not been included in the Cabinet Agenda for the reasons best known to government, but we are hopeful that, it may be finalized after Bihar elections.

National Postal Week Begins from Today. Lets Celebrate with an aim.

India Post will begin National Postal Week celebrations from today to create awareness about the role of postal sector in the lives of people and business and its contribution to social and economic development. The celebrations, which will conclude on October 15, are also aimed at generating a broader awareness about India Post's role and activities among the public and media at national level.

"As part of National Postal Week, the Department of Posts is celebrating Savings Bank Day, Mail Day, Philately Day, Business Development Day and Postal Life Insurance Day to focus on various services provided by the department," Chief Post Master General of Maharashtra and Goa Circle Shri Ashok Kumar Dash said on the eve of the event.

He said the department is well aware of the changing needs of the customers and has introduced services like speed post, express/business parcel, business post, e-post, money remittance services etc. "To utilise the full strength of vast network of post offices, we are pushing hard to tap e-commerce market and have set up parcel facility at Parel in Mumbai by having commercial tie-ups with dozens of e-commerce companies," said Mr Dash. In-tune with the emerging e-commerce market, the parcel product has been revamped and Cash on Delivery (CoD) facility too has been introduced, he said.

DOP RELEASES 60 DAYS BONUS FOR POSTAL EMPLOYEES - CEILING SAME Rs.3500/-

NOTHING NEW IS COMING UP WITH THE BONUS CEILING ISSUE

THE TODAY'S CABINET MEETING ONLY GAVE APPROVAL FOR GRANT OF PRODUCTIVITY LINKED BONUS TO RAILWAY EMPLOYEES @ 78 DAYS. BUT NOTHING WAS HEARD IN CONNECTION WITH THE BONUS CEILING ISSUE.

Hon.Shri Bandaru Dattatreya, the Minister of State(IC) for Labour and Employment in a press conference on 01.09.2015 has elaborated the initiatives and continuing efforts of the Government to address the issues and concerns of the Trade Unions for the welfare of workers, the Minister said that of the twelve demands of Trade Unions, the Government is positively working on at least nine demands. Hon. Shri Dattatreya had said that for the purpose of bonus, the wage eligibility limit and calculation ceiling would be appropriately revised. It is proposed to revise the wage eligibility limit from Rs. 10,000 to Rs. 21,000 and calculation ceiling from Rs. 3500 to Rs. 7,000 or the minimum wage notified by the appropriate Government for that category of employment, whichever is higher. With the proposed revision of the minimum wages, the average calculation ceiling would be about Rs.10,000. But it was surprising to note that today's Cabinet Meeting did not come up with any such issue addressing the major concern of the workers nation wide especially on the eve of forth coming festivals such as Durga Puja, Dussera & Diwali.  

The last revision of Bonus Ceiling was carried out in the year 2008 i.e. shortly after the implementation of Sixth Pay Commission. Hence a question remain is the Government waiting for implementation of Seventh Pay Commission and then come up with the revision of Bonus Ceiling. Wait and watch. But the nation wide workers were hoping for a happy news on the bonus issue from the Government to cheer with their families on the festival eve. Since Bonus with a ceiling that too as low as Rs.3500/- doesn't meet the festival requirements of ordinary workers.

INFORMATION ON BONUS

THE PAYMENT OF BONUS ACT, 1965

The Payment of Bonus Act, 1965 provides for the payment of bonus to persons employed in certain establishments, employing 20 or more persons, on the basis of profits or on the basis of production or productivity and matters connected therewith. The minimum bonus of 8.33% is payable by every industry and establishment under section 10 of the Act. The maximum bonus including productivity linked bonus that can be paid in any accounting year shall not exceed 20% of the salary/wage of an employee under the section 31 A of the Act.

The last amendment of 2007 was notified on 13 December 2007 and made effective from 1^st April, 2006.

The minimum bonus of 8.33% of (Rs. 3500/- X 12= Rs. 42,000/-) is approximately Rs. 3500/-.

The 20% of above referred Rs. 42,000/- is Rs. 8,400/-.  However, the limit is given as Rs. 8,300/-.

The clause (vi) of Section 32 of the Act has also been omitted to bring employees employed through contractors on building operations within the ambit of the Act.

In the 47th session of Standing Labour Committee which was held on July 10, 2015 at SCOPE Complex, New Delhi under the Chairmanship of Sh. Bandaru Dattatreya, Hon’ble Minister of State (Independent Charge) for Labour & Employment) stressed that the Ministry is always at the forefront to contribute to inclusive growth and progress of industries as well as safeguarding the interests of all workers. He outlined that the Ministry has already initiated action on the issues like minimum pension, minimum wages, bonus, providing social security to all and strict enforcement of labour laws, which were discussed in the previous SLC. He emphasised that the Ministry has been proactive in providing decent work conditions and improved quality of life of workers. 

The said 47th Session of the Standing Labour Committee shortlisted five agenda items  for detailed deliberations in the 46th Session of Indian Labour Conference among which Amendment of Bonus Act – Removal of conditions on payment ceiling, eligibility limits, decisions to pay minimum bonus without linking to loss when the performance indicator satisfy grant of bonus was one of the item.

Now as per news reports and reliable sources it is learnt that Election Commission has given it’s nod for issuing ordinance on “Payment of Bonus Act”.

Now the matter will go to Cabinet and after it’s approval, necessary ordinance will be notified soon.

Now we may expect soon a bonus without any ceiling or a higher ceiling.
