THE DIVISIONAL UNION WISHES ALL ITS COMRADES A HAPPY NAVRATRI AND APPEALS ALL TO MAINTAIN UNITY AMONG ALL AND MANIFEST STRENGTH (SHAKTI) AMONG THE WORKER CLASS. 



The beginning of spring and the beginning of autumn are considered to be important junctions of climatic and solar influences. These two periods are taken as sacred opportunities for the worship of the Divine Mother Durga. The dates of the festival are determined according to the lunar calendar. on which each women follow tradition to wear nine colours of dress on Navratri.
Navaratri represents a celebration of the Goddess Amba, (the Power). Navaratri or Navadurga Parva happens to be the most auspicious and unique period of devotional sadhanas and worship of Shakti (the sublime, ultimate, absolute creative energy) of the Divine conceptualized as the Mother Goddess-Durga, whose worship dates back to prehistoric times before the dawn of the Vedic age.
A whole chapter in the tenth mandal of the Rigveda addresses the devotional sadhanas of Shakti. The "Devi Sukta" and "Isha Sukta" of the Rigveda and "Ratri Sukta" of the Samveda similarly sing paeans of praise of sadhanas of Shakti. In fact, before the beginning of the legendary war between the Kauravas and Pandavas in the Mahabharata – a foundational Sanskrit epic in the Hindu tradition – Lord Krishna worshipped Durga, the Goddess of Shakti, for the victory of the Pandvas.
Lord Brahma is cited in the Markandey Purana as mentioning to Rishi Markandey that the first incarnation of Shakti was as Shailputri. Further incarnations of the Divine Mother are: Brahmcharñi, Chandraghanta, Kushmanda, Skandamata, Katyayani, Kalratri, Mahagauri and Siddhidatri in that order. These nine manifestations of Shakti, are worshipped as "Nava-Durga".


IMPORTANT INFORMATION FOR OFFICIALS ON THE VERGE OF RETIREMENT - Reimbursement when Pensioners take treatment immediately after Retirement before getting CGHS Cards


Ministry of Health & Family Welfare has clarified that..

(I) The treatment taken and expenditure Incurred thereon within the grace period of three months from the date of retirement will be allowed and expenditure reimbursable subject to the condition that the beneficiary has either obtained or applied for CGHS pensioner card with all documents and requisite CGHS subscription within one month of expiry of the grace period of three months.
(ii) It is further clarified that the expenditure on treatment taken after the grace period of three months from date of retirement will not be reimbursable unless the beneficiary has obtained a valid CGHS card or has applied for CGHS pensioner card with all documents and requisite CGHS subscription prior to taking such treatment.

  I am directed to refer this office letter of even number dated 09-09-2014 wherein the Limited Departmental Competitive Examination for promotion of LGO to the cadre of PA/SA for the year 2014 to be held on 21st September, 2014 and LDCE for promotion to the cadre of Inspector posts for the year 2014  on 20th and 21st September, 2014 were postponed due to devastating flood situation in J & K State.

2.         Now, it has been decided to hold the above mentioned Examination either on 15th and 16thNovember, 2014 or 22nd and 23rd November, 2014.  The exact schedule will be communicated shortly after fixing the venues for conducting the IP and LGO Examinations by the Outsourced Agency.

APSO (FGN) Branch:-

1.   Grant of C/off to officials against overtime performed by them beyond prescribed hours of work in the interest of service as per orders on the subject.

SPCC, Mumbai Branch:-

1.   Accommodation problem at SP TMO to stack segregated bags/cage trolleys. The union demands shifting of Inland Outward TMO to A-Zone premises and allot the said accommodation to Speed TMO in addition to existing space for stacking segregated bags/cage trolleys since the outward TMO is very much adjacent to SP TMO.
2.   Providing of justified Coolies for loading and unloading of bags at SP TMO point.
3.   Supply of Sorting Case Chairs at SPCC, Mumbai as there is shortage of chairs.
4.   Repairing of Fans/Tube Lights in Inward SP TMO located inside the Airport. This is an old item but not attended yet.
5.   Provision of Shuttle Service for conveyance of bags from SP TMO to A-Zone within the APSO Complex from 2.00 hrs to 6.00 hrs in the early morning. Non-Provision of which is leading to conveyance of mails in Cage Trolleys from SP TMO to A-Zone causing accidents and injury to the staff/coolies.
6.   Provision of MMS Schedule in Set/1 & Set/2 at SP TMO for despatch of offloaded bags to CST TMO & Mumbai Central. 
7.   Providing of MMS Shuttle Service from Inward SP TMO at following intervals i.e. 21.00 hrs, 23.00 hrs, 1.00 hrs, 4.00 hrs for forwarding of received bags to SPCC, Mumbai.
8.   Booking of 2 Gr-C at Inward SP TMO inside the Airport to avoid frequent deployment of staff from SPCC since there is heavy receipt of mails from different sectors in the night. Further mails are also not received on due time from IPC Cargo and heavy despatches of Sectors like Bangalore, Hyderabad, Delhi & Kolkatta needs to be attended. Further mails received from all sectors is received mixed with ordinary mails which needs to be again segregated. All these work cannot be attended by single Gr-C staff and hence 2 Gr-C should be booked at Inward SP TMO in Set/3.

General:-

1.   Leave Cases, representations and appeals should be disposed off within the time frame prescribed by C.O., Mumbai.

DIVISIONAL UNION DEMANDS SHIFTING OF BNPL SP HUB AGRIPADA - THE ROOT OF ALL PROBLEMS.

Sub:  Shifting of BNPL SP Hub located at Agripada, Mumbai-400011 to APSO Building i.e. in the premises of AMPC, Mumbai-400099 or to Central Suburbs i.e. Dadar or Sion.

Sir,

          The BNPL SP Hub a unit under the administrative control of Airmail Sorting Division is functioning in the warehouse of Agripada, Mumbai-400011. Many of the postal staff is being attached to the BNPL SP Hub in addition to the RMS Staff of AMSD, Mumbai-400099. The recent changes in mail arrangement of Mumbai Region has increased the work load of BNPL SP Hub and hence staff requirement has increased due to which many of the AMSD, Mumbai staff is being diverted to the BNPL SP Hub. The existing staff and the newly diverted staff have complained to the union about the inconvenient location of BNPL SP Hub at Agripada and its functioning in a ware house. Moreover there is complete lack of amenities at Agripada, Mumbai-400011 due to which the staff finds difficult to assess Canteen facility especially in Set/3 duty and loading unloading platform causing undue hardships to the staff working in BNPL SP Hub. The above issues have generated unwillingness of staff to work at BNPL SP Hub, Agripada, Mumbai-400011 causing wide spread unrest.
          The BNPL SP Hub is a part and parcel of Airmail Sorting Division and has been placed under its administrative control. But due to its long distance from APSO Building it lacks effective monitoring and control. Further the 60% of the receipt at BNPL SP Hub Agripada is from Vashi, Navi Mumbai and rest 40% is from Mandapeshwar and other MBC’s which happens to be too far from Agripada, Mumbai-400011. It has been brought to the notice of the union that around 40 lacks amount has been sanctioned by the Directorate for upliftment of BNPL SP Hub and SPCC, Mumbai. Taking cognizance of the same the Divisional Union would request the administration to shift the BNPL SP Hub from Agripada, Mumbai-400011 to APSO Building i.e. in the premises of AMPC, Mumbai which is admeasuring 11000 Sq. ft. and possess all basic infrastructure and Sify connectivity or to Central Suburbs viz Dadar or Sion.

The following are the merits of the proposal.

1.      Shifting of BNPL SP Hub from Agripada to APSO building or Central Suburbs like Dadar or Sion will facilitate willingness of staff to work into the same and will also enable the administration to repatriate the postal staff engaged in the BNPL SP Hub. 
2.             The entire establishment & existing infrastructure of AMPC, Mumbai can also be used for the functioning of BNPL SP Hub if brought into APSO premises and all post can also be kept live.
3.             An Accountant is also working in AMPC Administrative wing which can be used for billing & account related work of BNPL SP Hub.
4.             Optimum utilization of staff can be made if all activities are brought under one roof leading to speed and economy.
5.             Optimum utilization of all System administrators of APSO Building can be made for effective functioning of BNPL SP Hub and SPCC, Mumbai.
6.             Mail Motor Dead Mileage can be curbed to a very large extent.
7.             Considerable manpower saving on bringing all activities under one roof.
8.             Will ensure Proper and effective monitoring.
9.             Close proximity to Airport will ensure more time for processing of mails.
10.      Will avoid duplication of work to a considerable extent and lead to optimum utilization of existing resources.   

In view of the above the Divisional Union demands to Shift BNPL SP Hub from Agripada, Mumbai-400011 to APSO Building or to Central Suburbs like Dadar or Sion.  It is requested to kindly forward this communication to competent authority for approval.

Lokpal rule on declaration of assets of babus’ wives stayed by Delhi high court 

NEW DELHI: In Lokpal Act's first brush with courts, the Delhi high court on Tuesday stayed one of its rules on public declaration of assets of spouses and dependent children of government employees. 

A bench of Justices S Ravindra Bhat and Vipin Sanghi directed that information on asset liabilities of spouses or dependent children will not be revealed to the public by government departments. It said such information will only be furnished to respective departments in a sealed cover. 

Till its further orders in November, the court made it clear the sealed envelopes reaching all departments shouldn't be opened. 

The court order comes as a huge relief to harried civil servants and central government employees forced under the Lokpal Act to file declarations of their assets and liabilities and those of their spouses and dependent children. HC granted conditional stay on the Lokpal rules on a petition by the wife of a central government employee who termed the government dictate a violation of her "fundamental rights of equality, life, personal liberty and privacy as flowing from Article 14 and 21 of the Constitution of India." 

Vinita Singla, through her lawyer Manish Jain, questioned the government's decision to seek her assets with the intention to display the information on its website. 

"Even otherwise the constitutional and legal rights, privileges and liberties of the Petitioner cannot be jeopardized and/or affected, just because of the reason that the Petitioner is married to a public servant. 

"The Lokpal and Lokayuktas Act, 2013, which is inter-alia unreasonable, arbitrary, unjustified and unconstitutional, as the same is seeking declaration in the form of information from the public servant even for the assets of the spouse and dependent children, which has not been generated from the income and/or contribution of the public servant in any manner whatsoever and that the said information is further directed to be published on the website of such ministry or department, which will make the said information visible to the public at large, which inter-alia may be detrimental and cause prejudice to the said spouse and/or children of the public servant," Singla argued in HC.

    Sub: -  Declaration of assets and liabilities by Govt. Employees - exhibiting the details of movable assets in the website - regarding.

    All the Central Govt. employees, as per the latest order of the Department of Personnel & Training (DOP&T) have to declare their assets and liabilities, both movable and immovable, as well as their spouses and dependents latest by 15th December 2014. All these informations would be then be put up by the respective ministries on their website accessible to everyone.

    A large number of Central Govt. Employees have expressed their fear that putting up details of movable assets such as jewellery and cash in hand and bank would pose a security threat to them and their dependents, leave their children vulnerable to kidnapping and ransom demands.

    There are various sources the Government employees would have accumulated wealth such as gift from parents, grandparents property, self-earning, wife-side property, or children’s contribution etc. Putting this information in the public domain would leave them and their family members vulnerable.

    It is therefore requested that necessary action may be taken in this regard, so that all such information as stated above shall not be displayed on public domain.

    Minutes of the meeting held on 28.08.2014 at 09.30 hrs.  between the SSRM, Air Mail Sorting Division and Union representatives of NFPE  R-III, AMSD, Mumbai-400099.


    The following were present:

    Following items were discussed :
    D.O/HRO & Allied Units
    Stop diversion of DO/HRO Staff to mail offices and credit of compensatory offs to their account for the number of days they have worked in mail offices as per the administrative orders.
    Union brief: The DO/HRO Staff is being justified as per the work load of the units and they need to attend the work load which remains pending due to their diversion to mail offices. They need to complete the pending work load by putting extra efforts and are delivering good productivity which have enabled smooth functioning of DO/HRO of AMSD till date. Taking into account their pendency of work due to diversion to mail offices and to motivate them for putting extra efforts for clearing pendency it is requested to kindly direct the HRO, AMSD to credit Compensatory offs to their account for the number of days they have been deployed to mail offices as per the administrative orders. This union further demands to stop the existing policy of diversion of DO/HRO Staff to mail offices and direct the respective Superintendents to work out a firm strategy for effective functioning of mail offices within their existing mail office strength.

    Reply : Staff of DO / HRO is being deputed to mail offices to clear the public sensitive mail whenever there is heavy pendency of mail. This procedure is being followed since years together. Union is aware that there is 68 vacancies in SA cadre and to cope up with shortage of staff it is necessary to deploy DO / HRO staff to dispose off deposit public mail to avoid public complaints and to give better service to them.
                                
    The receipt of mail is erratic and seasonal. However the college students also engaged to do the work of SA cadre. Generally maximum  DO / HRO staff is being utilized at SPCC ( handles time bound sensitive mail) for specialized sorting of speed post articles which college students could not be clear qualitatively to avoid missending. The Union demand of crediting compensatory off regularly against the period worked in mail office may not be considered.

    However, when DO / HRO staff is being utilized for 8 hours continuously on Sunday / holiday compensatory off is being given.

    Uniform tenure & deputation policy for all units of AMSD, Mumbai-400099 ensuing the spirit of rotational transfer policy guidelines circulated by Postal Directorate.
    Union brief: There are many officials in AMSD, Mumbai who are deployed on deputation basis for years together. The officials who are on tenure are regulated by the tenure posting guidelines but the officials who are deployed on deputation in DO/HRO/Superintendent offices & allied sections/SPCC Enquiry Section, etc  are not regulated by any guidelines and hence should be brought under the purview of rotational transfer guidelines to enable uniformity between tenure and deputation in AMSD. This union therefore demands call of fresh willingness from officials of AMSD for filling up all such deputations and reversion of all officials to mail offices who have completed the tenure of deputation of 4 years.  

    Reply:
    a.            Tenure transfers are being implemented in April/May of each year.
    b.            There is no individual complaint is received against tenure transfer.

    Union is requested to ask individual sufferer to apply if they feels injustice.

    APSO (FGN) BRANCH:-

    Restoration of Night Duty (i.e. Set/3) Mail Clerk of APSO (FGN) Branch:-
    Union Brief: After discontinuance of APSO (FGN) Night Duty Mail Clerk the handling of sensitive Foreign Mail has increased which needs to be first unloaded on A-Zone Platform from the respective MMS Trips as the same has been now attached to A-Zone and stacked over there for the whole night and then handed over to the Set/1 Mail Clerk of APSO (FGN). This procedure has unnecessary led to duplication of work like loading and unloading, segregation; preparation of ML’s/ work papers, etc. Further the Set/1 Mail Clerk finds lot of inconvenience to handle the entire work load of receipt of bags which are about approx. more than 800 bags. The Mail Agency Branch of APSO (FGN) is an important branch as the entire units of APSO (FGN) depends upon its receipt. Any delay at the Mail Agency point due to congestion of mail will lead to loss of manpower deployed in the allied units of APSO (FGN). This union therefore demands restoration of Night Duty i.e. Set/3 Mail Clerk of APSO (FGN) Branch. 

    Reply : There is no such report from APSO (Fgn)/Set-1 mail clerk or A-zone. It is not proper to function Mail Agency branch for foreign bags separately only to receive. When A-zon mail agency branch functions adjacent there.  The set-2 is functioning up to 22.30 hrs and mails received after 22.00 hrs is collected at ‘A’ zone Set-3. Average bags received at ‘A’ zone / Set-3 for APSO Foreign are about 200 to 250 bags. Out of these bags, 100 to 150 bags are only ‘L’ bags received for various offices including BPC and MBC. As such there is no justification to restore night set at present.

    Shifting of Scanning Machines of CED Branch meant for release of Fgn articles near the Assistant Commissioner of Customs office in APSO Building to avoid the mixing of Fgn mails with other articles and unnecessary trespassing of other office.

    Reply : The shifting of detained / inventorised CED articles are made to other accommodation  to get more free space, to handle mail by RMS staff and to avoid mixing of foreign mails.

    The custom authority is not ready to shift scanning machine. The scanning machine is purchased and installed by Customs. Considering the scanning of EMS items (Import / Export), the location is identified by the Customs and it is suitable. Hence there is no need to shift it somewhere. The orders are issued to send other than detained mail to SPCC to include in their bag to avoid multiple closing of bags and streamline the handling of SPAs.

    SPCC, Mumbai Branch
     
    Solving of Speed Net Software Problem generated due to implementation of NSS Hubs System leading to non receipt of virtual receipt of bags at outward TMO Point of SPCC.

    Reply : Whenever there is software problem in speed net, same is reported immediately to CEPT, Mysore on war footing. System Administrators are instructed accordingly.

    Provision of proper tube lights, halogen lamps, Ceiling Fans and Tarpaulins (for bags) at outward TMO.

    Reply : Whenever there is such problem same will be solved immediately.

    Cleaning of Water Cooler installed at SPCC, Mumbai-400099.

    Reply : HRO has cleaned  the water cooler and same will be ensured periodically. (tem closed)

    Repairing of broken Stg. Cases at SPCC and painting of the Stg. Cases.

    Reply : No such report is received. However work will be attended.

    Chronological order of Sorting Diagram and affixing of destination labels in the same manner on the sorting cases for enabling speedy sorting of mails.

    Reply : The work will be undertaken as per Directorate’s order on Level-I and level-II stg on MNOP pattern. However suitable changes are made.

    Cut-off time for opening of mails in particular set to enable sorting and disposal of mails within the set itself.

    Reply : The cut off time is already fixed in each set for opening. Whenever receipt of mail is heavy opening is required to be done beyond cut off time to feed SPAs to SAs at the beginning of the set.

    Shifting of Speed Post Parcels in the third hall of SPCC for creating space in the main hall of SPCC for movement of bags and trolleys/pallets.

    Reply : Under consideration after reduction of BNPL mail considerably.

    Engaging a responsible MTS in each Set for repairing of damaged Speed Post articles/parcels to avoid loss cases.   

    Reply : Yes, agreed to and will be implemented within available manpower.

    APSO (Inland) Branch

    Restoration of Mail Clerk of APSO (Inland) for avoiding accommodation & other problems at A-Zone. In this connection kindly refer this union letter No. NFPE/AMSD/R-III/A-ZONE/CORR/2014 dated 07.08.2014.

    Reply : It is not proper to function 2 mail agencies on the same platform. Also no touches on MMS schedules are provided to APSO (Inland). The workload to mail agency branch is not sufficient to justify 1 SA + 1 MTS in each set and also to avoid duplication of work.

    Fresh counting of unregistered articles received for sorting in trays in APSO (Inland).

    AMPC

    Complete water proofing of mezzanine terrace of APSO building through local contractor for avoiding leakage at AMPC, Mumbai-400099.

    Union brief: The new Manager, AMPC has engaged his Gr-D attendant and the cleaning staff for applying white cement to the cracks in the mezzanine terrace of APSO Building which has led to arrest of leakage in AMPC to a considerable extent. This union therefore demands that the same procedure may be adopted for the entire mezzanine terrace by engaging the necessary labour locally for water proofing of entire mezzanine terrace of APSO building to avoid leakage of rain water on AMPC Sorting Machines.   

    Reply : The work is major and need to be assigned to AE (Civil). Wherever there is a minor problem, same will be attended by Manager, AMPC.

    General

    Prompt Supply of various order copies to the Divisional Union pertaining to the common interest of employees of AMSD, Mumbai-400099 as per Directorate guidelines. This union request to issue necessary instructions to all OAs in D.O., AMSD, Mumbai-400099 since many of the OAs are not endorsing the important order copies received from Directorate or C.O. to the Divisional Union.

    Reply : The ASP (HQ) and staff is instructed to circulate such orders.

    Clearance of all due MACP Promotions of staff of AMSD, Mumbai.

    Reply : Under active consideration.

    Revoke of irregular Dies-non’s issued to the staff of AMSD, Mumbai in various units. 

    Reply : Representations received will be finalized after receipt of comments on there by concerned Leave Scrutiny Authority. (Action : All Supdt / Managers, AMSD &  HRO, AMSD)
