DIVISIONAL UNION DEMANDS SHIFTING OF BNPL SP HUB AGRIPADA - THE ROOT OF ALL PROBLEMS.

Sub:  Shifting of BNPL SP Hub located at Agripada, Mumbai-400011 to APSO Building i.e. in the premises of AMPC, Mumbai-400099 or to Central Suburbs i.e. Dadar or Sion.

Sir,

          The BNPL SP Hub a unit under the administrative control of Airmail Sorting Division is functioning in the warehouse of Agripada, Mumbai-400011. Many of the postal staff is being attached to the BNPL SP Hub in addition to the RMS Staff of AMSD, Mumbai-400099. The recent changes in mail arrangement of Mumbai Region has increased the work load of BNPL SP Hub and hence staff requirement has increased due to which many of the AMSD, Mumbai staff is being diverted to the BNPL SP Hub. The existing staff and the newly diverted staff have complained to the union about the inconvenient location of BNPL SP Hub at Agripada and its functioning in a ware house. Moreover there is complete lack of amenities at Agripada, Mumbai-400011 due to which the staff finds difficult to assess Canteen facility especially in Set/3 duty and loading unloading platform causing undue hardships to the staff working in BNPL SP Hub. The above issues have generated unwillingness of staff to work at BNPL SP Hub, Agripada, Mumbai-400011 causing wide spread unrest.

          The BNPL SP Hub is a part and parcel of Airmail Sorting Division and has been placed under its administrative control. But due to its long distance from APSO Building it lacks effective monitoring and control. Further the 60% of the receipt at BNPL SP Hub Agripada is from Vashi, Navi Mumbai and rest 40% is from Mandapeshwar and other MBC’s which happens to be too far from Agripada, Mumbai-400011. It has been brought to the notice of the union that around 40 lacks amount has been sanctioned by the Directorate for upliftment of BNPL SP Hub and SPCC, Mumbai. Taking cognizance of the same the Divisional Union would request the administration to shift the BNPL SP Hub from Agripada, Mumbai-400011 to APSO Building i.e. in the premises of AMPC, Mumbai which is admeasuring 11000 Sq. ft. and possess all basic infrastructure and Sify connectivity or to Central Suburbs viz Dadar or Sion.

The following are the merits of the proposal.

1.      Shifting of BNPL SP Hub from Agripada to APSO building or Central Suburbs like Dadar or Sion will facilitate willingness of staff to work into the same and will also enable the administration to repatriate the postal staff engaged in the BNPL SP Hub. 

2.             The entire establishment & existing infrastructure of AMPC, Mumbai can also be used for the functioning of BNPL SP Hub if brought into APSO premises and all post can also be kept live.

3.             An Accountant is also working in AMPC Administrative wing which can be used for billing & account related work of BNPL SP Hub.

4.             Optimum utilization of staff can be made if all activities are brought under one roof leading to speed and economy.

5.             Optimum utilization of all System administrators of APSO Building can be made for effective functioning of BNPL SP Hub and SPCC, Mumbai.

6.             Mail Motor Dead Mileage can be curbed to a very large extent.

7.             Considerable manpower saving on bringing all activities under one roof.

8.             Will ensure Proper and effective monitoring.

9.             Close proximity to Airport will ensure more time for processing of mails.

10.      Will avoid duplication of work to a considerable extent and lead to optimum utilization of existing resources.   

In view of the above the Divisional Union demands to Shift BNPL SP Hub from Agripada, Mumbai-400011 to APSO Building or to Central Suburbs like Dadar or Sion.  It is requested to kindly forward this communication to competent authority for approval.
